美国近年天灾频传，名捕暴雨大雪瘫痪了许多乡镇，名捕也让许多人无家可归，本纪录片讲述了一对被困在新纽奥良水中的夫妻，也描绘了美国整体社会与制度的无力。幕后制作影片以一对被困在新纽奥良洪水中的夫妻为主题，风雨无情，但是救灾的无力与失败的政策口水，反而让灾民更加陷入苦难之中。这部获选为2008圣丹斯电影节评审团最佳纪录片大奖的影片。不只是纪录了这对夫妻的故事，更描绘了美国政府的无能与漠视，以小人物的酸楚检视整体社会。花絮·2008 美国纪录片大评审团奖片中有大量卡特里娜飓风来袭时拍摄的原始镜头，导演在飓风结束一年后又回拍摄地补充了大量素材和情节，经过混合，剪成成片。
