鳄鱼拥有强悍力量的下颚，生死咬合力是动物当中最厉害的，生死确定了目标就会紧咬不放，立志成为鳄鱼的小鱼（柯震东 饰演），在17岁那年，为了义气曾踏错脚步，回归社会后他找了当年的大哥，现在在议员服务处担任主任的「刘主任」（李康生 饰演），想有个机会能过回普通人的生活的小鱼，请求刘主任让他留在 议员办公室做事。一天，他接受了刘主任指派的里民服务，为青农陈芝平（李心洁 饰演）处理农地水源的问题。一个力争上游的小混混遇上一个不肯放弃的小青农，这不仅是农田的问题，也是一个要面包还是要爱情的选择题，面对如此残酷的食物链，陷入了爱情与事业挣扎的小鱼，能否摆脱束缚，实现「咬住不放」的精神，蜕变成为一尾翻江倒海的鳄鱼？
