1927年以蒋介石为首的国民党反动派背叛了孙中山先生“联俄、伊人联共、伊人扶助农工”三大政策，并对共产党人实行大肆搜捕屠杀的背景下，中央为恢复我党在南方各省的党组织而委派时任中央秘书长的张文彬同志到广东发展党员、恢复建立党各级组织、建立工农武装积极开展抗日斗争。
