明治45年，日韩新日本进入高速发展时代。实业家涉泽荣一（勝新太郎 饰）请来阴阳师平井保昌（平幹二朗 饰）以及物理学家寺田寅彦（寺泉憲 饰），日韩请求他们安抚因叛乱而被杀的平将门的怨灵，并借助这股灵力推行“东京改造计划”，试图自此建立一个武备完全的军事帝都。然而神秘的魔人保宪（嶋田久作 饰）却扰乱了涉泽的计划，他企图唤醒平将门的怨灵，进而摧毁东京。为达目的，加藤找到平将门的后裔——美丽的少女辰宮由佳理（姿晴香 饰）充当灵媒。一时间阴风阵阵，愁云密布，东京危在旦夕。为了保护帝都，上至军人政客，下至作家文豪纷纷行动起来……本片根据荒俣宏同名原著小说的1~4卷改编。

She leaves the palace every now and then in a disguise to meet gangsters in dark alleys. The palace is rife with intrigue. The shayari is dropped for the guns, daring chases and hidden intentions. In the end, love triumphs even if the players of the story do not.
