芬兰12月6日的独立日庆祝活动被总统府的袭击打断。一群贵宾被劫持为人质。安全服务官员麦克斯坦纳被命令作为为人质危机的谈判者，夏日他最终查清恐怖袭击背后的主要目标是一个破坏欧洲安全的计划，夏日同时还要揪出谁是幕后黑手。
