回复 :昭和39年，民政党现任总裁寺田政臣（久米明 饰）战胜最大对手酒井和明（神田隆 饰），获得连任，双方为此投入总计近40亿日元的选举金。选举后数日，隶属寺田派的星野官房长官的秘书西尾拜见有金融王之称的商人石原参吉（宇野重吉 饰），明确表示希望石原帮寺田派弥补竞选后留下的两亿日元欠款。石原断然拒绝后，请日本政治新闻社社长古垣（高桥悦史 饰）调查幕后之事。调查得知，九州福流川水库正在招标，星野康雄（仲代达矢 饰）意欲让曾为民政党贡献大笔政治献金的竹田建设中标，而负责招标的电力建设公司亦另有打算。石原的介入揭开了虚伪政治背后的丑恶一面……
